Agreement of Municipal Cooperation

The Agreement of Municipal Cooperation as adopted and amended since 1977 is the single document that formed and governs the operation of the Commission.

Rules and Regulations
The Rules and Regulations of the Commission have been adopted by the Towns and Villages that comprise the Commission as local law.

"These rules and regulations are designed to define the conditions and methods of use and supply of water by SCLIWC and construction, inspection and billing services furnished by SCLIWC.  These rules and regulations are a part of every contract or agreement for service, whether written, oral or implied between SCLIWC and each municipality and are also to be considered part of any contract between any municipality and every water user in such municipality.  For ease of administration each municipality has or will designate SCLIWC its agent for the purpose of enforcing these Rules and Regulations with respect to the ultimate water user.  The continuance of the water user to take water after amendment or change of these rules shall be deemed an acceptance of such amendment or change.  The local law for cross-connection control (1/1/80) and Local Law entitled Backflow Prevention, adopted by the municipalities in 1991, shall be considered to be a part of these Rules and Regulations."

Field Work Guide

"This information is intended to assist contractors and property owners in meeting state and local codes.  This summary is not all-inclusive nor does it replace existing codes.  This summary addresses areas where deficiencies are frequently noted or about which questions are frequently asked.  It is recommended that you contact our office with any proposed changes or questions that you have.  This document does not necessarily reflect recent changes in these codes.  The owner of a property is the permit holder and is responsible for meeting the minimum requirements of all applicable codes and regulations."
